Our History

Hill Park Engineering was established in 2011 to support the design, fabrication, and demonstration of high power radio frequency (HPRF) systems. Hill Park Engineering management and staff have over 75 years of experience supporting the development of high power, high energy RF systems, developing modulators to evaluate and characterize those systems, and supporting the development of platforms and techniques to utilize them.

Hill Park Engineering has a facility in Fredericksburg, VA that is minutes from downtown, and less than 45 minutes from Dahlgren and Quantico, VA.

Capabilities

  • Designed, evaluated, and fabricated high voltage, high current switches for RFVS platforms, testbeds, and concept evaluation projects.
  • Designed, fabricated, and operated test beds for high power semiconductors devices and high voltage modulator evaluations.
  • Designed, fabricated, and operated testbeds to evaluate high power tubes (magnetrons, crossfield amplifiers, klystrons, TWTs, and reltrons).
  • Designed and managed the development of high power RF transmitters and mobile laboratories to support testing and proof of concept evaluations.

A Team Of Professionals

Carl Lazard

President, Senior Electrical Engineer

Carl Lazard has served the Department Of Defense as an Electrical Engineering for over 30 years in the private and public sectors. He has a passion for high power tubes and their applications in Directed Energy. He is currently supporting the development of technologies for current and future Directed Energy applications. He received his Bachelor of Science in Electrical Engineering from Southern University and A&M College and his Master of Science in Microwave Engineering from Johns Hopkins University.

Rafael Norat

Program Manager, Senior Electrical Engineer

Rafael served the Army as an Electrical Engineer and Program Manager for over 17 years supporting the Directed Energy Weapons program where he successfully supported the transition of various programs through their Acquisition Lifecycles. He received his Bachelor of Science in Electrical Engineering and his Master of Science in Biomedical Engineering from the New Jersey Institute of Technology.

Nigel Algoo

Electrical Engineer

Nigel began his Electrical Engineering career with Hill Park in 2022. He is currently supporting the development of evaluation systems at Hill Park and directed energy systems with the Department of Defense. He received his Bachelor of Science in Electrical Engineering from Kansas State University.

Toni Semien

Project Analyst & Executive Assistant

Toni

Toni began her career with one of the Hill Park subsidiaries since 2021. She is currently supporting analytics, employee recruitment, and administrative needs associated with the business.  She holds a Bachelor’s in Science from UL of Lafayette and a Master’s in Special Education from Western Governors University. 

Daniel Bentley

STEM Program Developer, Training Coordinator, & Assistant Program Manger

Daniel

Daniel began his career with Hill Park Engineering in 2023. He supports the exploration of STEAM Education and Career exploration and expansion of Directed Energy with College & Universities. Daniel serves as the safety liaison for Hill Park Engineering. Daniel has his Bachelors in Political Science with a minor in Pre-law and is currently pursuing his Masters in Professional Leadership.

Shari Guillory

Project Accounting & Executive Assistant

Shari

Shari began her career with Hill Park in 2023. She is currently supporting all financial and administrative needs associated with the business. She received her Bachelor of Science in Accounting from the University of Phoenix and is currently working toward a Masters in Business Administration.
